Backdating payroll for previous years - penalties

Can anyone advise as to what these may be?

We have a new limited company client who did not set up payroll upon incorporation. I'm pretty sure I can register them and backdate their pay in the current 16/17 tax year with no penalties. What I want to know is can I go back to the 15/16 tax year and redo payroll without incuring penalties and if not what the penalties will be?

Could be three months in your local open prison for fraud if you're talking about rewriting history. Is there any reason you've decided to post this anonymously ?

What evidence do you have that any payments made to them were indeed salary ?
