In March 2008 I move in Belgium . In 2009 when I was a Belgium resident, I sold all my shares in company A for 800k and I received 45 shares of company B . My 2 other partner who was UK resident only exchange share from company A and company B
I sold my 45 shares in company B last year and was UK resident.
When I sold my share in A I didnt a declaration in Belgium of the sale of my company A and declare the cash and the market value of my share in company B.
Now I try to do my tax return for this sale, and I want to know the share value base of my share in company B, for me it s the price of my value in company B in 2009. A friend say to me the price value of company A.
I don't agree for me, for my 2 partner ok, because they exchanged share in 2009 but me I sold all my share and also I declare the sell of all my asset in UK in Belgium
Regards

If I have deciphered what you have written correctly - You should look up paper for paper rules.
You don't mention current values (or indeed specify a currency) but it doesn't sound as if you are dealing with trivial values and so I think you would be well advised to engage an adviser (or two advisers) who can ensure that your obligations in both the UK and Belgium are met and any available reliefs claimed. Your wider circumstances not mentioned in your posting may well be relevant and your assumptions about residence may or may not be correct.
