Client wishing to do business in Southern Sudan

Client wishes to set up a business in Southern Sudan (he has some family there).  Can someone please point me in the direction of where I might get information regarding taxation and the legalities of this.

I have searched online and a part from a summary of tax rates, I am struggling to find in-depth information.

Don't get involved

Your not qualified to offer any advice on this subject. There are probably only a handful of people in the UK who are. He would be best served obtaining local advice in the state he wishes to do business in.

Hi Roland,

Yes, I realise all of that.  I am in not intending to offer my own advice, but would like to buy-in the services of someone who does have this knowledge.  My concern with letting the client take 'local' advice is that he has a very limited understanding of accountancy and tax issues himself, and I don't then want to receive information third-hand, so I would like to handle this through a consultant if possible.

Still wouldn't get involved

That still sounds risky to me. If he wants you the explain anything to his other advisors then fine but I would not be looking to be invloved any more than that.

Sudan is not exactly renowned for it's environment for international business.

Actually you are probably right, and I should just ask him to look else where for assistance.  Do you think I should get him to set up a second limited company and operate through that, so that the company that I look after isn't involved at all?

Not sure why everyone is so afraid of giving advice on this - it's not helping anyone. No wonder the profession has a reputation for being closed-minded and insular. The client needs help and they would have even less chance of finding it that we are.

 

You're not providing "professional advice" - from what I see you want to give them basic guidance on where they could start. Make it clear in the engagement or correspondence that you are providing general information and not professional advice and if they decide to proceed they must seek specialist advice before proceeding with their plans (whatever they are).

What I know about Sudanese tax, business law, accounting requirements etc could comfortably fill the back of a stamp. Neither my institute or my PI insurer would be pleased to know that I had been offering any advice regarding this.

I am also not allowed to provide "general" advice that somehow differs from professional advice.

I think I may understand where you are coming from to an extent in that we should of course try to help our clients to the best of our abilities however I would think that it would do more harm than good.

Be sure on your Geography....

Before you do anything specific, make sure you have the right country! South Sudan became an independent state from the Republic of the Sudan this past summer.
