Conflicting Info - Return Issued or Not?

I have several clients that I have registered as agent for during 2016/17. They are showing on my online account as though a notice to file was issued on 6/4/2016 for the 2015/16 year. 

On speaking with HMRC they tell me that this is a bug and no return request has been issued.

Anyone else having this issue? If so, what have you been told?

Two places to look,
one page [front page] (https://online.hmrc.gov.uk/self-assessment/ind/1234567890)says:
HM Revenue & Customs (HMRC) has not sent you a notice to complete a tax return. If you wish to file a tax return please follow ,
then click on Tax Return Options and we get this:

File on paper by:

File online by:

Submitted on:

Received on:
Not Yet Received

A known issue, so I've not contacted HMRC, instead kept a screenshot of first page that states no return due.
HMRC's IT skills are lacking ("MTD").

Known bug with their site. As a general rule, if "file online by" is blank, you can safely deduce that the return is not issued.
