Is dividend income within the £5,000 dividend tax allowance treated as income in calculating student loan repayments?

Of course it is

When will people understand that it is not an allowance, an exemption or whatever. It is still taxable income, albeit with a tax rate of 0%.

Why on earth would it be disegarded?

It's money the ex-student has available to settle his debt.

I believe it would be useful in future if we all adopted the terms "Dividend nil rate band" and "Savings income nil rate band". Hopefully, casual readers will get the message then.
