Does anyone know if the existence of one time-to-pay arrangement with HMRC makes it less likely they will agree to another time-to-pay arrangement for a different tax?

Extending Time to Pay
See section for 'Reviewing or Extending the arrangements' at http://www.hmrc.gov.uk/pbr2008/bus-payment-addinfo.htm. It depends on continuing viability but I expect there's a limit to the number of extensions they'll agree.
Enforcement
I agree with the previous comment. However they are less keen on granting TTP arrangements for corporation tax as that means that you made a profit.
Enforcement can be very varied in their approach and we have found no consistency. If the debt is more than £30k then a CVA might be worth considering. This is dealt with by the VAS that is separate from enforcement who do not have the authority to accept partial payments.
