German VAT to US company

Hi

I have a client who is based in the US and have recently purchased some consultancy services from Germany.  The German company want to add 19% VAT to the bill.  My understanding of the UK situation is that no Uk VAT would be charged in this scenario, is this not the same in Germany and other EU states?

Any help would be very much appreciated.

A bit more info would help
What kind of consultancy services? In respect of what? Where was the service delivered?

There are probably more reasons to believe this is wrong at first glance but not necessarily.

Medical consultancy

Hi

The consultancy was from a Physician with regarding research on a  pharmacuetical product.

German VAT

Hi,

It really depends on the nature of the consultancy.  Yes, in the UK the place of supply often shifts (Sch 5).  However, the rules are tighter in German.  On this site www.tmf-vat.com/european-vat  there is something about the VAT rules in each EU country the last time I looked.
