I despair. I have just had the most shocking experience on the phone with HMRC. 

I've had the pleasure of dealing with an HMRC's crack team of nonces who try to bully boy taxpayers; the Debt Management Unit's "Intervention Team".

Call #1.. I actually had to prompt the (very difficult to understand) gentleman to ask if he wanted my agency details to pass security - he was happy just cracking on with the call! Maybe he's one of the new recruits plugging the gap of "the 9,000". 

It was so bad I felt I had to call back to actually ensure my point was recorded on file.

All stems from a 2011/12 determination issued in Dec 15 which amounts to £13k. God knows how they arrived at that figure.

I was only ringing to tell them that as their determination was bollocks and that a tax return was in the post they should perhaps rethink sending bailiffs out at the end of the month to collect an imaginary debt to save us all hassle. No can do, the esteemed adviser tells me. Sigh. 

So I'm awaiting a pancked telephone call at the end of the month from the client. 

More of a rant than a question but I certainly wouldn't mind charging my inevitable additional time to HMRC instead of my client. Any pointers on that?

Why are you surprised - the return is four years late.

That aside, HMRC (like anyone else) need a court order to enforce any debt (and that takes time).
