If my partners mother was to gift is her main residence would either my partner and myself or his mother be liable for any cgt or IHT? She would no longer be living there as we will take up residence. Also the house is valued at approx £137,000 how much stamp duty would we pay on this amount?

The answer to your first question is yes. The answer to your second question is you would not pay any stamp duty, nor would you pay any stamp duty land tax.

So she wouldn't be able to claim private residence relief even though it's her main residence until she gifts it?

She may incur a IHT liability if she dies within seven years and her estate (including the gifted property) exceeds her IHT exemption.
