NON UK Resident liability to UK tax

UK resident retires to France but keeps his UK home and rents it out.  He also has state pension and a private NHS pension.  My understanding is that all 3 sources of income must be declared under SA in the UK, and also have to be declared in France albeit will most probably get a credit in France for the tax paid in the UK.

Is that correct?  How does the positon change if he no longer has the rental income but still has the UK pensions?

I think the state pension is fine (may only need to be taxed in France) but I am not sure whether the NHS pension would fall into the special rules for government pensions. https://www.blevinsfranks.com/News/BlevinsFranks/Article/france-tax-on-u...
These guys are pretty good at UK/ French stuff, might be worth giving them a call or looking round at their news articles (I get emails from them weekly).

well on gov.uk it says -

You usually have to pay tax on your UK income even if you’re not a UK resident. Income includes things like:
pension
rental income
savings interest
wages

It does not say some pension you do and some pension you dont
