I recently sold my practice in England and, retaining a few friends and family members as clients, moved to Northern Ireland. Am I still able to act for them as I did in England?

Yes

Still part of the UK - so as long as you don't set yourself up as a specific "chartered" accountant then carry on as before. And - welcome to Norn Iron!
