P11D online filing is not working!

I was bemused to discover that P11Ds filed online with no C1ANIC items were being rejected for C1ANIC errors.
When I contacted HMRC's helpdesk I was told to monitor their website's 'Issues' section for updates about the fix.

If you click on the link within the 'Service Availability & Issues' link in the bottom right-hand corner of HMRC's Home Page & then click on 'PAYE' you'll see this message displayed:
 

"Expenses & Benefits End of Year Returns P11D and P11D(b)

We are aware that some customers are receiving the following error messages;-

7790 - The NIC payable value must equal 12.8% of the total benefit.

7700 - The Cash Equivalent value must equal the Cost less the Amount Made Good

Both these errors are under investigation with out IT partners. We will update this page as soon as we have more information.

HMRC apologises for any inconvenience caused."

So, be prepared to file paper returns if the online system continues to frustrate!

Yep

I've been experiencing this for the last couple of weeks.

In my cases the P11ds being rejected are those with nil class1a to pay.  Surely trying weekly and keeping the emails saying it's been rejected would be sufficient to count as a reasonable excuse?

HMRC and "partners" have a lot to answer for

It's a pretty fundamental error.

Do HMRC do any testing?

Noticed this too

Bloody ridiculous that we are now almost a month into the new tax year and yet we still cannot submit P11Ds online?

Never mind discussing it with your IT partners, just get it fixed!

It WAS working a couple of weeks ago though....

I managed to file a couple of P11ds before it went down.  Since then, no joy.

We've taken up the matter with HMRC

Thanks for bringing this to the wider community's attention. I've asked HMRC for more details concerning the problem to see if they can give any further information about workarounds, or when the problem is likely to be resolved.

@Taxhound - can you expand on what you mean by it "going down"? Have you been unable to file any P11Ds - or is the system just rejecting the ones with containing the specified conditions. Any extra factual information you provide may help us to get to a coherent explanation.

£nil x 12.8% = £nil

To follow up the previous postings, our initial submissions of P11D/P11Db online were accepted ok, but from mid-April onwards the system has rejected perfectly valid forms on the grounds that the Class 1A NIC calculation does not agree.

P11Ds with no Class 1A NIC items quite correctly produce a £nil Class 1A NIC liability on the P11Db, but when the forms are filed online HMRC's wonderful system rejects them because it can't seem to cope with the calculation £nil x 12.8% = £nil.

Will HMRC be extending the filing deadline we wonder...!

I am not very techie, but all I know is I filed some in the first couple of weeks after 5/4/11, but since about 18/4/11, I have received error messages whenever I try to file (via moneysoft).  It tells me that the class 1a is not 12.8% of the benefits.  There are no benefits - it is all expenses for companies with no dispensations, so no class 1a is due.  

Very frustrating as I have lots to file and the signed P11ds are now starting to pile up, which I hate....

Sage and HMRC

I noticed on another thread somebody phoned HMRC and they were told that you didn't have to include any non-Class 1A NICs expenses. I thought it was too good to be true. I tried phoning HMRC but they were engaged constantly all day.

I had a query about Sage P11D - which I use. I asked the tech guy about the problem above. The guy didn't know about it. He started going on about you didn't need to put expenses on P11Ds. I mentioned travel but he said if it's business travel you don't need to put it. He said he had been doing his job for six years and nobody has ever told him you need to enter expenses on P11Ds. I pointed out the title on the top of the P11D and he thought I was trying to be clever. When I told him what had to go on P11Ds (subject to any dispensation) - he said: "What's the point?" I explained that accountants have been saying a similar thing for years. He was certain he was right. It seems as if nobody in Sage P11D technical support understands P11Ds. The guy understood the software well, though.

I then had a conversation with HMRC who reiterated the rule as I saw it but didn't seem to understand the logic of including a s336 claim within a redesigned P11D.

On a similar problem

Hi.

Had a similar problem - not a £Nil P11D, but one with just a Car Benefit (no fuel) - the online filing via HMRC website will not accept £0.00 for the cash equivalent of fuel for the car.

After speaking the HMRC (after a long wait in the queue, and having to listen to their annoying automated messages) we worked out that if you leave the box blank then it is accepted! - last year you had to enter 0.00 in that box!

Daft, but at least I can file now (I hope).

Hi

I am having the same problem.  I managed to submit a nil class 1A P11D on the morning of 7th April, but then had problems when I tried to do another one later on that day.  I then managed to get the second one through on 21st April.  Now I'm trying to get a third one through and am having problems again.

So it would seem that it is an intermittant problem.

If anyone manages to get their submissions through - can I ask that they post an update on this thread.  That way anyone that's posted on this thread and asked to be updated on comments will get an automatic update and we can all take advantage of the window however short it might be.

Done - it!!!

Hi All

Just to let you know that I managed to file a nil Class 1A NIC P11D return this morning.  It might just be a window that has opened, which will close again soon (which has happened before) so I would advise all of you that have got return backed up, to go for it.

Still having problems filing a P9D though, so if anyone has any useful advice on that one, it would be gratefully accepted.

We've managed to file our falsely rejected items & are now ploughing through the backlog before the 'window' closes ~ agree with your suspicions that you can't take HMRC for granted, so maximising our online filing opportunities now!

AWEB - you still have that issue with Sage Ads un-resolved

Go below the last response on this thread and move the mouse into the white space below the comment - it WILL TURN TO A FINGER (not a pointer)

Now click on this white space and you will get the Sage Ad - NOT GOOD

This is effectively deception - we all know that the green border brings up the ads but the 'white space' should NOT

The finger pointer should NOT APPEAR at any time in the white space
