I have just been reading up a little about RTI and am aware that a pilot will begin this April but that all employers will need to comply by Autumn 2013.

It seems to me that the aim of this is that everything PAYE related will have to be done electronically including payment of PAYE.

My wife is the Treasurer of an allotment club (an Industrial and Provident Society) and currently she prepares the weekly payroll (2 employees) manually and our accountants file the P35 etc electronically for us once a year.  It appears that in future we will have to pay the accountant to file a submission 52 times a year in - future  - good for the accountant - bad for our club funds.

I suspect  that we can probably work around this and file the weekly submissions from home instead of our accountant doing it.  Payment though is a problem. 

Payments  by the club require two signatories and our business bank account won't allow online payments for that reason.  Currently the VAT returns are filed online but HMRC, who initially insisted on electronic payment, eventually provided a bank giro payslip booklet.

I have tried the Employer's "helpline" at HMRC who were no help simply saying that RTI was a pilot and they had no information.

Does anyone have any idea whether HMRC are likely to accept non electronic payment when RTI is compulsory?

OR does anyone know of a business bank account that will operate with more than one person authorising payment.

I realise that this will not be a problem for some time but if we need to change the bank account it will take some time to convince "the committee" that changes are needed.

Any thoughts will be appreciated

Yes, there are no current plans to move PAYE payments to BACS. However, remember I say current plans. 

I suspect Mr Osborne will push for it..i'm sure he will use it as another excuse by saying 'it will cut red tape.' However we have more now than ever.
