do you pay the CGT and submit amended tax return later to claim SEIS?

Client disposed of a house in 2015/16 and wants to claim SEIS. However, the SEIS agents said that it would take about 10 months to get SEIS3 claim form from HMRC (apparently because the investee company has to apply to HMRC for a compliance certificate to issue shares under SEIS). My question is can the client  submit a provisional tax return now for 2015/16 with a provisional claim before 31/1/17 so that he can claim the SEIS relief or cannot do that (meaning pay the CGT now and submit an amended tax return for 2015/16 later on to claim SEIS relief)? many thanks.
