I work for a small firm of publishers. We produce magazines (hard copy) for various clients and have been charging VAT. However, I've now been given to understand that if we are involved in the 'whole process' (i.e. creative - editorial & design, production, paper, print and repro) we NEED NOT charge VAT.

Most of our clients have not been troubled by this charge. However, a couple of them, that are 'memberships' and therefore cannot claim the VAT back. They've asked if we can do without charging them VAT. In one case we're involved in the 'whole process' while the the other we aren't.

Is there a clear cut answer? Anyone?

Zero-rated printing services

Notice 701/10, chapter 10 explains that zero rating can apply beyond the mere supply of a hard copy magazine, and can include preparatory work.
