7 months after the 2004/05 tax year a large number of my clients have still not yet received notification that they have been given the £250 on-line filing incentive for on-line filing.

Does anyone else have this problem and is it reasonable for HMRC to take this long to process things?

We are very sorry that it is taking longer to process Employer's Annual Returns this year.

Since February we have been telling small employers that as soon as they received our message that their Return had been accepted, they should 'self-serve' their online filing incentive by deducting £250 from their next payment to us. Most filers did this. However not all those eligible used this system. 132,000 filers have written to us asking for a cheque payment.

At 16 November we still had 51,600 to process and it will take 21 days from the days of receipt to process these.

We have now processed all online Returns that did not have employers'mistakes in them and sent out online 'letters' saying that £250 has been credited to those employers' PAYE accounts. We issued paper letters where the employer or their agent were no longer registered for online filing.

We are currently working to correct Returns that have mistakes in them. If employers are still waiting for their letter, it means we have yet to correct their Return. We will do so as quickly as possible.

If employers have not already taken your £250, the quickest and easiest way to get the full amount is to simply deduct it from the next payment(s) of PAYE tax or National Insurance due to us. The few employers who cannot 'self-serve' can claim the payment from us after they have received their letter.

£250.00 PAYE on line filing incentive
We are still waiting for clear instructions. Telephone contact with HMRC said "deduct the £250.00 from PAYE payments. Letters confirming the deduction continue to go out".
If Agents behaved like this our beloved Institutes would haul us over the coals. When will we ever receive the first class service from HMRC that they expect and get (mostly) from most accountants.

e mail notifications
If you have put your e-mail address on the Gateway profile, you should have received e mails notifying you that there are messages on the Gateway e mail messsages. I came in a couple of weeks ago to find 87 e mails - most of which were confirming the £250 incentives.

I also received information from the online helpdesk that credit can be taken for the £250 without confirmation being received. It is only necessary to wait for confirmation if you are requesting a refund.

Same Problem
We raised this with our Revenue local area Director at the end of October with special reference to clients who have ceased trading or don't pay PAYE from which to deduct the incentive. To date we have had no response and have around 75% of our online submissions still awaiting confirmation. A disgrace and totally unresonable.

FBI acknowledgements
We are expecting around 65 acknowledgements of which 62 have been received in the last 2 weeks.

Based on phone calls to the tax offices involved, the following picture emerges which may help:

1) The £250 incentives are actually credited to the clients PAYE record well before you get the notification (around 3-5 weeks from our experience)

2) Of the 3 we have not yet had confirmed, 1 falls in to the above category but 2 are still being processed (we were advised that this means there may be a query with the return which they are currently looking into).

...ours have just started arriving. As for being reasonable - well that's a whole different argument!

Just in case you haven't thought of it ...
don't forget to check the web-based email system on the Government Gateway. Rather belatedly we thought to check in there (as otherwise we don't tend to go there) and found about 50 authorisations for the incentive.

Same problem
Very low response from HMRC so far,but notice someone has found notifications via Government Gateway.Maybe we are expected to look there,only I don't recall this being said before...
