Accounting to the Government

I have a prospective client that reports to the government. Most of their income is from government budgets, but some is fee based from external clients. Can anyone help with how their accounts should be kept and what fiscal standards need to be followed? Should they be cash based, accrual based or both and what reports need to be produced. They need to follow standards for the UK and internationally.
