Anybody specialise in CIS misdeclarations?

I'm in contact with a potential client who is a CIS subby being paid for him and his 'mate'. And as is often the case no compliance whatsoever in any payments to his 'mate', and his tax return is late.

Subby has done ~£120K turnover after deductions and now wants to come clean. Before he hands himself over to HMRC for execution does anybody fancy trying to get the sentence reduced.
