Can you reduce your fees?

Some days ago, I mentioned that a potential client found me through his Sat Nav. Following our meeting I emailed him a quotation.

He asked if I can reduce my fees. My normal answer to this type of question is no. I am sure there is a better to handle this question. I would appreciate any suggestions on this. There has to be a better way than just no.
