I have a client who potentially will make £1-2million in gains during 2008/2009.

Will these all be taxed at 18% or is there a rate threshold whereby the rate changes?

Probably it reflects the number of incompetent posters (I won't demean my profession by calling them accountants) asking basic questions to which they should, if they have the temerity to purport to be advising their clients - and no doubt charging them a fee - in respect of the subject matter, know the answer.

Flat Rate
Assuming these are disposals of private ( non business ) shares then the CGT will be at the new Flat rate of 18%. I'm a bit surprised you did not know that.
