When constructing a new-build commercial property (a nursery), with a view to leasing out the nursery to a 3rd party operator when complete, is it essential to opt to tax the buildings to recover input tax suffered on the build?

I realise that the 3rd party operator will then be charged VAT on the rent which will be irrecoverable to them, however my main concern is recouping the input tax on the build.

Any thoughts on this matter are gratefully heard.
