CTC and Self Employed

The Revenue website page headed up "changes to CTC from Apr 03" says at the bottom, "if you are self employed you will be able to claim CTC on your self assessment".

Does this mean there is no need to make a protective claim or to notify income by July 04 as the SA100 will deal with the claim?

Also how will an enquiry into a claim interact with a S9A in a Self Assessment case?
