Almost open and shut

I think you would have an uphill battle if you contend that the individual operatives are self employed. They would be working on the employer's premises (or the employer's client's premises) with mutuality of obligation, under direct control and supervison, with fixed hours and duties and not much choice about how they carry out those duties. Registration rules would make substitution difficult, as would the employer/customer's attitude. The individuals would be taking no business risk, would probably not have their own insurance (instread being covered by the employer/customer's policy) and would not appear to be carrying on an independent business.

But try it if you think you can make a case. Status Inspectors are not invincible.
