Employee Expenses

We have an employee that is given a car allowance (paid under PAYE) and has asked if can claim cost of breakdown cover as he requires to have cover as going out to visit clients in his car?

If this can be processed as a legitimate business expense should it be declared on his PLLD and does it attract class 1 and class 1a national insurance contributions?
