Enquiry Appeal to Commissioners

In most enquiries/investigations I have been able to come to a negotiated agreement with the inspector involved. However in a current case the inspector is having trouble in seeing sense!
I have never had to take a case to the commisioners before but I may have to this time. I would appreciate any comments on your experiences with the commisioners.
