I need to send an excel spreadsheet to a european company and they have requested that the numbers are in the european format i.e. 2,123.67 would become 2.123,67
Does anyone know how to achieve this in excel without entering the numbers all again as text?

You don't need to do anything.
If excel recognises that the cells are numbers then, when the spreadsheet is opened on a pc with belgian or french settings then the numbers will be displayed using a comma as the decimal separator.
If you want to see the spreadsheet as they would just change your Regional settings on control panel to french.
Even Simpler!
How about asking the European guys to email you a spreadsheet with say 5 numbers pre formatted to their requirement.
Once you receive it, you can copy and paste special/formats to whichever cell/cells that needs formatting.
Paste Special is very useful fuction and should be used as often as possible.

Bob is correct
You can't use the custom formats to produce the interchange of the stop and comma, since the UK or US regional settings always forces the interpretation of the stop as the decimal marker.
Bob is also correct that, in theory, the regional settings should change to reflect the regional settings of the computer opening the file. In practice this doesn't always work. I think that you need to use the currency format, with or without the currency symbol and this should translate OK. But I have no way of checking this right now.
