Network computer, Excel 2000 ' does not save customized toolbars after I close excel.

Try
storing the xlb file suitably customised in the directory path set in Tools : Options : General tab - "At startup open all files in:"
Or force it by creatinga Personal.xls file (Record a macro & select to store it in the personal macro workbook - make sure with IT that there is not one already!) You can then write a macro that runs when the file opens that builds the customised menus that you want and store that in the start up directory path above.
The Personal Macro Workbook is a hidden file so you cannot unintentionally save it as something else, but it should be there in the background.
A bit of a sledgehammer option, but it might help
It may be a secure disk setup.

Some organisations, schools & colleges are favourite, have the local disks set up such that they wipe any changes every time they are closed down and fire up to a default on startup. This is to stop the little darlings downloading loads of crap (Could Raise Awful Problems!)and leaving it on the local PC.
It may be that your setup is similar.
Toolbars are stored in files with the extension XLB
Depends on your network and how your personal folder is set, but if you can track down the XLB file with your Network name and store it in your Personal Folder - so that it opens when you open Excel - you may have an answer.
