How is it possible?
Example, I have a client from Germany, A German national and he wants to start working as a leaflet distributor.
He has been given a National Insurance Interview date in January 2010. He has started working as self employed since December 01, 2009. How can he get a UTR as National Insurance Interview Appointment letter has asked him to provide a UTR.
Has any one got an experience in that. I think he will fail the National Insurance Interview as HMRC wont issue UTR till he gets Natiional Insurance number and he wont get a NINO till he gets a UTR? Any solutions?
Also you have to regsiter as self employed within 3 months of starting self employed work, what willa person do, if he does not have a National Insurance number? WHo will than bear that late regsitration penalty of 100 Pounds?
Has any one experienced this egg and chicken issue?

is the required form notifying commencement of self employment.
I would just send it in with a letter of explanation.
