We have recently submitted new 64-8's for a load of new clients we have taken on, the process went smoothly and all seemed fine.

On looking at our client list with HMRC all the PAYE clients were missing.....a quick call followed to HMRC who advised that you shouldn't be using 64-8 for PAYE cases anymore but should instead use form FBI2 - arrrrgggggggggghhhhhhhhhhhhh!!!!!!

Never heard of form FBI2 or anything about, why do the HMRC muppets have PAYE on the 64-8 if you can't use it for it.

anyone else had this problem?

Yes and no
If doing it using the paper forms, then yes, it does have to be this hard. Do both 64-8 and FBI2. If doing it online the one-stop-shop activates both.

We have used the 64-8 for every reference and service available, but are now being told we need to submit form FBI2 as well

does it really need to be this hard?!

Tell the clerks to check their manuals and forms correctly.
64-8: Authorising your agent.
FBI2: Authorising your agent to use PAYE/CIS Online services (Internet)

The important word to point out to those idiots is "INTERNET".

When registering a client with HMRC, the 64-8 is used for every HMRC reference available.
