After I discovered that the TIPs had disappeared on 19 November I sent an email question regarding the reason to the Revenue website - this is the text of the response that I received today:

"I am writing to confirm that HMRC has now completed its search for the information you requested on 21 November 2007.

After reviewing our publication policy a decision was taken to withdraw the current project of placing TIPs on the HMRC web site whilst we considered a more effective way to make the information available.
The removal of the TIPs is not connected to the availability or production of any other publications made available by HMRC. The original Business Economic Note that had been removed and replaced by the corresponding TIP has since been placed back on to the HMRC Internet site.

If you are not happy with this reply you may request a review by writing to HMRC FOI Team, Room 4/52, 100 Parliament Street London SWIA 2BQ. You must request a review within 2 months of the date of this letter. It would assist our review if you set out which aspects of the reply concern you and why you are dissatisfied.

If you are not content with the outcome of your complaint, you may apply directly to the Information Commissioner for a decision. Generally, the Information Commissioner cannot make a decision unless you have exhausted the complaints procedure provided by HMRC. He can be contacted at: The Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF."

So it looks like we will eventually get some sort of replacement access but do not hold your breath!

I am finding it hard to understand how removing information from HMRC website is "a more effective way to make the information available".

I remain of the view that it's something to do with concealing useful information from taxpayers and their advisors.

HMR&C witholding information
I agree. It's a pity they cant keep the important information to themselves- like our names, addresses, bank details etc. What a shower

Three new TIPs to download
We got a bit more from them (you have to word the FoI request carefully...). It appears not to be HMRC's choice to take them down, there was a 'legal challenge'. But they have also given us the text of three further TIPs which we asked for - IT consultants, restaurants and takeaways, and GPs.
