husband and wife have a combined net income of about £31k from rents (after expenses) - no other income. Does the husband qualify for pension credit when he becomes 60 (this year)? Many thanks.

I wouldn't attempt the calculations myself, but the approximate qualification thresholds are : income of £120 p/w for a single person and £180 if married. Not sure what the exact definition of income is.

Savings of over £6k are treated as an extra £1 income for every £500 of savings.

Lots of other if's and but's and lower income thresholds regarding carers and disability, which, of course, are quite common with the elderly.

Applications are appraised over the phone, so I would encourage a likely client to ring the hotline.

Capital and income
Pension Credit is means-tested on both capital wealth and income (contrasted with Working Tax Credit or Child Tax Credit which is means tested purely on income). It seems extremely unlikely that it will be available in this case.

Once upon a time I tried to find out the rules for calculating Pension Credit, with spreadsheet in mind, and gave up. There are government websites that allow you to pump in the circumstances and out pops the resulting award, but it doesn't give you access to the underlying algorithm. The algorithm will be buried in about 40 statutory instruments, if the other tax credits are anything to go by. Probably even more complicated than WTC/CTC judging by the questions that are asked in the web sites.

Fortunately even our low-income clients would probably not qualify for pension credit, being means-tested out as a result of capital. Low income + low capital pensioners don't generally want accountants. I suppose we should be thankful.

Pension Credit
I understand that at present Pension Credit is only paid if total income for a couple is no more than about £16,000. This could be affected by the actual ages of the couple - not sure of the details - just happened to pick up this info. No doubt there would be tedious form filling!
