I was led to believe that could give away £3,000 per year without any liability to IHT if the person died.

I am told by one of my clients that a free seminar given by the Chelsea BS that he was told £10000 would have no effect for IHT? Can someone enlighten me?

I was recently invited to one of their seminars so I could go along and find out for you! Out of context it could mean anything. Apart from the £3,000 (which can be carried forward one year if unused) there are the marriage exemptions and the £250 gift exemption. Maybe they used an example which managed to add these up to £10,000 in some way. Alternatively could they simply be saying give away £10,000 and live 7 years?
They may of course have some scheme but would have thought any scheme would be looking to act on rather more than £10,000.
