We download the various logs from our ISP and use a program to analyse the data - so we know pages, hits, exit points entry points, etc ,etc
However. although the analysis tells us the IP address of the visitor, it does not tell us who this IP address is. I apprecaite it may be just another provider, but is there a program out there that can find out who the IP address is ??

Try this
The IP address will give you a clue as to the location of the hit as you suspect.
There are many sites you can use to trace an IP address.

Dynamic IP addresses
Just to correct Andrew Hamilton's response, even if you are on ISDN or ASDL you will probably have dynamic IP addressing, which means every time you log on you will be allocated a different IP address by your ISP. If you are only using the internet to browse then you do not need a static address as no one else needs to log onto your computer. If you want to set up your own web server then you will need static IP addressing. Then your IP address remains constant and you can tell others the address of your machine so that they can log on.
Generally it's only if you pay for a static IP addressing that you will have one. I know certain levels of the ASDL package provided static IP addressing, so in theory could be used for a web server. But, unfortunately the upstream rate is a lot lower than the downstream rate and will not be fast enough to run a web site with any significant level of traffic. It's better to leave it to the experts and rent the facility.
