When an IVA is concluded and all creditors have been repaid is it not a fact that the "slate is wiped" and you can start again in business? Especially in the case of paying all debts at 100% in the £.

Mmm...
There's nothing about an IVA that stops you being in business in the first place. It may have been appropriate to cease in business, or the lack of credit may have forced the issue, but there's no blanket ban on being in business. Certainly, you can restart after it's over, bearing in mind that your credit rating will be low even though you have paid everything off.

Trading in IVA
I have (had) a client that went into IVA, his debts were to IR and C&E only. He is still trading in cash as far as I know and paying the monthly repayments into the IVA.
