A late P11d question

I've submitted a blank P11d for a company by post because for some bizzare reason blank ones can't be submitted online. If it doesn't get to the taxman in time (I'm sure it will be on time) will there be a penalty for late submission even though it is blank?

I ask this because in SA any penalties you get from late submission are wiped out if there is no tax due and wondered if the logic is the same for P11Ds...
