Late Registration as an Employer

...... one member of staff paid just within personal tax free allowance.  Wants employer to register (which hasn't been necessary in these particular circumstances) so that they get credits for National Insurance.  Will employer be penalised for late registration?  My suspicion is not, as they were not obliged to register previously, and no paye etc. is due - but I would be grateful for confirmation/any advice.
