The route to the answer lies in right clicking the 'Start' button at bottom left of your screen. In W2000 you then click 'open' and look for a folder called 'programs'. In here there is another folder called 'startup'. You need to copy the shortcut to Outlook into this folder. Any shortcut to an executable file placed here will fire up on starting windows.
In XP I seem to remember it's a bit different; I have it at home but can't picture it. I think you will see an 'advanced' tab when you open after R.click and follow the same logic from there.
