Since the abolition of formal CIS vouchers I have experienced difficulties getting subcontractors to provide a complete set of PDS. What needs to be submitted with SAR ?
If income is verified which will have had tax deducted can the tax be claimed as setoff despite no PDS?

The 2007/08 tax return Self-employment notes say "The deductions are shown on your CIS vouchers (sic). Do not send these with your tax return."
Yes - if you know from other sources that the income is paid net, record the gross income and claim the tax deducted. You should complete the tax return as correctly as possible with or without the supporting evidence of payment deduction statements.

I had the same problem where the contractor had never actually provided the certificate. The subby needs to go back to the contractor and request a copy - they are legally bound to provide it. HMRC have records at their end but will not give out the info as this gives the subby less incentive to keep records. I believe that if the tax has genuinely been paid HMRC will have a record of it from the contractor returns so the subby can claim the tax relief. Bearing in mind SA Returns are filed online now they do not expect you to provide evidence with the Return.
