We have a client who has paid 30 years into NI and is self employed. Can he opt out of Class 2 and class 4 ni?

In a nutshell, No.
Class 2 and class 4 National Insurance are payable on all profits derived from self employment which are above the thresholds. They can be exempt in certain circumstances but not the one you have asked about.

He may well have the required 30 years of contributions to secure him the full state pension, but if he is self-employed, he must pay the Class 2 & 4 contributions until he reaches 65.
