No interest from HMRC anymore?

If I understand it correctly HMRC will no longer pay any interest on overpaid or prepaid taxes - is that everyone elses understanding of the situation?

No negative interest
Good to hear from the IR that the "interest rate will not fall below 0%"! (ie they won't charge us for paying our tax early!)
