Several clients have had fairly expensive offices erected in their gardens in recent months to be used solely for running their businesses (one accomodating 4 members of staff). I appreciate that capital allowances cannot be claimed but as the structures are solely business-related, can VAT be reclaimed on the costs of construction?

Yes but they must have a valid VAT invoice addressed to their business. Also if at some future point their VAT registered business sells the shed to them personally then they would have to sell at market value and charge VAT on the sale price.
