I am unable to get a response to a professional clearance letter.
What can I do?

The accountant is a fellow of the association of accountancy practitioners - what is this?
Can I contact FAAP regarding this accountants non-response?
Do FAAP have a website?

Usual procedures
Have you tried the standard follow-up procedures with the previous accountant? Telephone call? E-mail? Another letter saying that if you do not receive a reply by date x, you will assume that there is nothing to prevent you from taking over?

If you need information, register with the Revenue as the agent and they can provide you with a copy of the last tax return, which will also tell you (if the client is a sole trader or partnership) the last P&L account if the client cannot give you a copy of his accounts. If it is a company, you can get a copy of the accounts from Companies House, but perhaps only the balance sheet, and a copy of the CT600 from the Revenue. You should be able to reconstruct the opening balances from the client's records for the current year.

Not worth wasting your time pursuing the previous accountant's professional (or otherwise) body.

Weed out unprofessional accountants
It is time to act to weed out bogus accountants, unprofessional accountants. They are a lot headache to let them run their unprofessional work and contributions.
