ACCA part time practising certificate

The ACCA has a reduced rate fee (£83 - full time £393) for having a part time practising certificate for fees below £5,000.

This has been the limit for almost 10 years, if not longer. In my opinion should be raised at least for inflation.

Any one else agree? What would be a good way to go about increasing the limit?
