Are these Companies Associated for C Tax purposes?

I have a client who controls Company A. He owns 50% of Co B. The other 50% is owned by an independent 3rd party, but there is substancial financial dependence between the two Companies by means of a loan account. Are these Co's associated for CT purposes?
