I would like to see

The second page, which might help to explain things, even if they're wrong.

In the meantime, expect all kinds of blustering about HMRC's incompetence, false claims that their records are always accurate etc etc.

We had a similar penalty notice. What had happened was that the company ceased trading during the year, so we filed 2 CT returns, 1 for the period of trading and the other for the 2nd period (with Bank interest) ended 31/12/10.

HMRC computer threw a wobbly and said we were late for the 1st period. We have, of course, appealed on the basis that the later date as per FA1998 Schedule 18 Para 14(2) was 31/12/11 and we're still in time for that.

If your client's case is similar, there should be a 2nd part to this penalty notice and you may find it more explicitly states the Accounting period for which the penalty has been charged.

Yes, you spotted it.  HMRC computer automatically raises penalties by reference to reg 14(1)(a), Part II, Sch 18 FA 1998 even when that date is earlier than the date specified in reg 14(1)(b) and despite that reg 14 specifies that the due filing date is the later of those (and other) events.
