claim food for site-based employee ?

Client works in building industry in London. Retains house in Sheffield but has lived

in London many years now so 'home' is now there. 

Using assumption he is 'site-based' (ie less than 24 months), can he claim Food whilst at work ?

If yes, should we use fixed amounts ?

He works long hours (usually 10 or more/day) but returns home every day.

I note Tolleys Tax Guide states 'The full cost of meals & accommodation while travelling or staying

away on business is allowable as part of the cost of travel.'

and of course client "knows mates who are claiming food"

but I am of the view that the fact he returns home each day means it would not be a reasonable claim.

Where is his permanent place of work?

His 'permanent' place of work is always working at various sites in London.
