Hi I am planning to leave UK for good. I have been working in uk for the last 14 years from 2002 with a gross monthly salary of 2200 per month. Can I put a claim with HMRC for tax and NI refund kindly advice

You will not get a refund of NI unless you never should have paid it in the first place, and even then only with difficulty.
Why do you think you might be entitled to a tax refund?
To check if your entitled to a tax refund you would need to complete you would need to complete form P85 and provide your P45. HMRC will then advise you of any money you may be owed
In terms of National insurance I am pretty sure you will not be able to Claim this back.

Yes but I think the OP's question is whether he may be entitled to a refund, not how to claim it if he is.
If you stop work in the UK in the middle of a tax year you may be entitled to a tax refund (but not NI).
This is because for most people, under PAYE, your personal tax allowance is apportioned on a year to date basis so your tax payments are spread across the year, assuming you continue to work. If you cease working mid year you won't have used up your entire annual allowance, so there may be a refund of tax already paid on the rest of your allowance.
I've simplified this rather. As MJ wrote, HMRC will calculate any refund due after you have submitted form P85.
