Consequences of not applying PAYE or CIS for 2010-11 & 2011-12

What are the consequences for a limited company that started trading 1 Jan 2011 failing to apply PAYE on proprietor's earnings for 2010-11 and 2011-12.

Also failure to register in anyway for CIS in respect of contractors?
