Is it okay to issue the same class of shares to two different investors on the same day at different premiums (ie investor 1 pays 1,000 premium and investor 2 pays 2,000 premium)? Is there anything in the Companies Act to prevent this?

The CA/06 (s.610) doesn't require you to value the shares at a particular price; but, depending on further details, you may have tax issues if you were to price differently to different persons on the same day.

Particularly if investor 2 was intending to claim EIS relief.
