Hi, this is a bit of an odd question. I'm doing my cousins tax return and wanted to know whether I need to fill in a 64-8 in order to do his tax return. And if I do, do I need to register myself as a tax agent with HMRC? If I don't need to then how do I go into correspondence with HMRC. I'm doing it for free as such as I don't have a practicing certificate yet although I am a full ATT member.

Yes...
If you want to discuss your cousins tax affairs with HMRC then you'll need agent auth.
If you correspond with HMRC without it then theyll prob just write back to you to get 64-8 done.
You could always just get your cousin to phone them and give permission for HMRC to talk to you and then pass the phone over to you each time you need to call them. A bit of a nuisance though.
Agent registration is easy. For self assessment you need to write to caat, you can't do it online.

It depends...

I've been dealing with my sister's tax and I didn't have to do a 64-8, she just had to send HMRC a letter saying that they can talk to me about her affairs.  That seemed to do the trick, but then I'm not doing submissions on her behalf, it's just so I can talk to them.

HMRC say that if you will be dealing with someone's affairs long term then you should do a 64-8 and register as an agent.

I would say yes you do! The computer says no brigade will usually stop you otherwise!

On the plus side being an agent means you can get through to HMRC really quickly!!!!
